this is my project car...not my daily driver...BUT there is a BIG problem!!!

I knew it was too good to be true. I had recently picked up a used 2000 GS-R for $2,000 and 60,000 miles on it. I have noticed something very disturbing and don't know what the problem may be.

Cold start...in the 30-50 degree F weather we have been having...it idles at 200-300 rpm...almost stalling. 5-10 seconds later it will rev up and down up and down. Once the engine reaches normal temperature it idles fines and runs fine. Oil is being burnt though and I have to fill it up at least once a week. Did I buy a lemon??? HELP!!! Is there any Integra gurus out there...NO CEL...no problem after car reaches proper engine temp., but it burns oil like CRAZY.
