flashing or changing doesnt matter... if they have a significant amount of color to them other than white or amber on the front of the vehicle you will get pulled over in most places..

they come with the leds installed in the side of them.. they are designed to just tint the actual light beam.. i would guess that in the pictures he posted the did not actually have the fog lights themselves on.. just the accent lights installed in the housing..
