im pretty sure u have to cut out the rusted part of the panel, then weld in new sheet metal and grind off the excess and make the panel all smooth again. its much easier said than done tho.

it all depends on the severity of the rust.

for a civic, not sure about other models
-for moderate rust, you can get aftermarket 1/4 panel parts and just cut and weld.

-for civic and other models
-you would have to cut out the old panels, get new sheet metal and get some1 professional to bang it in and get all the body lines and stuff.

it all depends, your rust could be minimal or extensive. the worse, the more money it would cost to repair

-a hardcore method would be to get 1/4 panels from a non-rusted model (from california or japan etc.) and cut out a chunk and weld in the this chunk. because of shipping factors involved, this may be costly.
