Tire rubbing

Well, it turns out I do have a slight problem with rubbing on my rear passenger side, but only when I have 3 people in the car which is rare. It happens on the outer sidewall of the tire because of the lip on the fender and since that lip is an edge it is cutiing my tire so I have to try to fix this.

So far I have thought of 3 ways 1) Adjustable panhard bar 2) stiffer shocks 3) roll the lip up.

Personally at this point I would rather try to roll the fender lip up since I have to pay for tuition right away. I 'm wondering if rolling it up will distort the paint or crack it. Also what would be the best way of doing this without damaging the fender? I've considered taking tin snips to it but I 'm not sure if that would work because it might compromise the structural integrity.
Any suggestions?

If it was painted right it shouldn't crack. go look on eastwood.com they have a bunch of tools for stuff like that. i wouldn't use tin snips. lol. the tools might cost a lot though so you may as well get a adj. phb. if you know that will correct the problem. I hope this helped.

Use a metal power grinder. Grind it until it gets ready to start glowing red, then stop, that way it doesn't get your paint to hot. Just take your time and do it slow. Don't try to grind the whole thing off at one time. My fender lips on my car are completely grinded off for the clearance of the 22s. They are grinded flush with the fender and I didn't mess up my paint. You should be able to get a small grinder from wal-mart for like $20. Good Luck.
