Horrible Rust..need help

I went out today and bought ANOTHER camaro. this time a 1984 w/a 350.great car, 1 problem, the floor board has rust holes all in it. What is the best solution to this?

two options as i see it.
1. Cut it out and replace the mettal.
2. buy a can of rustsoulution.. i think Turtle makes one which is realy good! with that one you just brush it on and it will turn black.. they say you dont even have to paint it afterwards.. my dad did use it on his blazer and it looks realy good and you cant imagine it was rust all over it.
