Paint is cracking

the paint on my rear driver's side fender is starting to crack. a year ago, i had to have body work done to it because i hit a guard rail 3 months before. and now it's cracking. is this something that a little sand paper and touch up paint can't fix, or am i gonna have to get it repaired? i took some pictures:

that looks like more of a scratch than cracking to me. If you know what your doing you can repair it yourself.

i don't know how much the quarter alone was. the whole driver's side got banged up(except of course the front fender since it's plastic, it just bent in and popped back out, and had a lot of paint scratched off). they repainted the front fender, got me a new door(painted the door of course too), and repaired the rear quarter. all that cost me $1733. i really don't want to make this a bigger deal than it is. is this something sanding/grinding and some touch up paint can't take care of?

touch up will cover it, it looks like a scratch to me too (pictures can be deceiving though) if it's cracking it has to be stipped and the bad body work done right, if scratched you can touch it up (it'll still show slightly) or to do it the right way sand it tp feather it out and repaint

the white line that you are seeing in the picture is the actually the paint sticking out, it's not just a scratch line. i really want to do it myself, but i don't know how hard it will be.
