Quick help!

On a coil that is like a stand-alone round cyclinder with oil in-side. well I dont think it is working right It is gettting power to the positive and the negitive also has power but when I put my test light on the spark output it wound light up as if it was sparking. But I have heard that a coil puts out volts and what powers the light in a test light was Amps. Is this true or do you think the coils is no good? Thanks for the help.
