The reason for the 10 post minimum was due to the increase of people posting once in the classifieds and not returning.

10 posts once, but we are hoping that they will actually read the threads, and get interested in the site, not just the classifieds. After all this is an automotive website, not a free classifieds site. I still vote for putting the classifieds at the bottom of the page.
