PSD file into a Vector

Ok everyone I've contacted about making the PC decals is saying the same thing. They can't make a cutout decal with a PSD file, they said they need them in vector(whatever that is).
If anyone has a way to convert a PSD file into a vector please let me know so I can get the decals made.

You can download a free trial of Coral Draw

I think it lasts like 60 days and should let you make the files you need. When I was making 6 spd shifter plates for 3rd gens last year I needed to convert my art into printable files, and this was enough to get the job done. Takes a little time to figure out how to do it, but pretty easy.
