They took away his computer a long time ago, thats why he's using his sisters computer. They didn't do anything to make sure he's not on forums, they just suggested he doesn't do it and he's scared to go on them now

they can do something, a court can order no internet usage just like any other probation type thing (hackers get that quiet often, and if caught go to jail for maximum sentence)
