the longer you have been on, or the higher th post count.. or something like that.. i imagige it will get longer.. i see 2tones, how his is full.. which is cheating but meh... it makes sence, he has the reputation power!!! so full bar.. i think it just shows how long you've been on...
you may get more when you change from a hardcore newb or something..

When you sign up it asks for who referred you to the site.... I think the more times your name is given then the more rep you get.... thats just a guess.
