changing keyboard shortcut buttons

hey guys, i have a dell logitech wireless keyboard with shortcut buttons for email, search, homepage and what looks like a guy running (what the heck does this do?)

is there a way to change the set up for these so i can use them to open a certain program or particular file???

i'd believe it would come with some software to program any "Special Buttons". and as always Refer to your owners manual, if you don't have it then check out their site.
