talk to tow truck drivers...they kno exactly where to get them from....technically they arent even supposedf to have them but do... ur best bet is to buy one from the states...cuz they go dirt cheap there and find a local shop down here that can convert the radio signals an what not.

e-bay is a great start
you dont need to convert the radio signals, get a radio that can get receive the frequencies your looking for. Something like a trunk tracker is perfect.
Just program it in and done.

Its not illigal to receive the transmission, but to transmit is another story. Get a radio operators license its really easy to do and, it'll teach you some stuff.
