Hi dudes! From russia with love!
My name is Artem. I live in Khabarovsk, located on Far East of Russia, we drive import cars only! (I drive Honda Accord Wagon 2.3 4WD). I've just past my IELTS & "'m gonna enter the Toronto Univ. I'm planing to spend about US$10000 to buy a car & I need your advice: is it possible buy something godd on this money? something 2000-2001 year, coupe, at least 160 horses under the hood, may be 4wd, but i'm not sure, because your roads are pretty good.
And here some other qustions i'm interested in:
1. speed limit in Toronto= ...?
2. is there any law, which protects right-handed cars?
3. is there racing track in Toronto, where anyone can drive (for money or for free)?
I would be really glad if you answer me.

Welcome.

1. Residential streets are 50km/h, other streets range from 60-80 km/h Highways are 100km/h. School zones are 40 km/h.

2. Right hand drive cars are legal to drive, but have fun making left hand turns.

3. In Toronto, no. But in the surrounding areas there are drag strips and tracks.

4. We use CANADIAN money, not US dollars. $10000us = $12400cdn. And yes you can buy a decent used car for that much.

decent car, with speed and looks, I suggest an acura integra 2000 (around 90000km) 5 spd, 2 dr., 1.8L, 4 cyl and about 140hp...

I doubt you will be driving here.
Buying a car or switching to left-hand drive cars is one thing but getting Canadian Insurance without Canadian driving experience that's you main issue.
It could cost you at least $400-$500 CDN, that's if they will insure you.

Insurance won't be a problem... since it's law to have insurance here, so they HAVE to insure him... not all companies will take him, but there are some that will, even tho he'll pay the premium for it.

Plus, he is 22 and if he's had a car and insurance in Russia there is a possibility that he can take is insurance/drivers abstract with him to show them here that he's been insured and that will help him the most.

I haven't encounter ANYONE from Khabarovsk, or Dal'nii Vostok (Far east) region of Russia. So you got in UfT what programm?

And for 12000 Cad bucks, you can get decent car. use autotrader.ca as been said before.

I am sure he will find a company that will insure him. But paying $500 for a Civic is a crime :)
