99 Honda Accord backlight problem?

The car has no backlights when driving. When you turn the headlights on they work, but everything else now goes black in the gauge cluster. Never does the light that engages when you press the cruise control button light. If you are in cruise control, the cruise indicator will show up if the lights are off, but if the lights are on it goes black just like everything else. This is quite dangerous to drive with at night, any suggestions would be greatly appreciated.

I have replaced the backlight bulbs even though they were not blown, and checked and replaced the backlight fuse even though it was not burnt.

ok, I just checked those fuses under the hood. All of the transparent ones are fine. I wouldn't know how to check if any of those huge hunking black ones are bad. Those are relays right? I think there would be more problems than just this if a relay went bad. Thanks for the suggestion, I hadn't checked there yet.
