the vtec cam has bigger lobes when vtec engages...will those lobes still work if vtec is not hooked up? im wondering this cuz i wanna know if i should just not worry about vtec and turn my boost up a pound or 2 more

Well you answered your own question, vtec will not engage unless everything is hooked up properly. I would personally leave the vtec alone and turn to ignition timing and boost increase.
