Helpppp!!!!!! Timing Belt

Hi there i need to replace my timing belt i worked for 4 hours today at the crankshaft drivebelt pulley bolt and gave up but i noticed something that kind of bugged me and that is that the crankshaft drivebelt pulley will spin pretty easily with just my hand so my questions are is it supposed to spin so easily? and what is the best way to get this bolt off? im driving a 1986 CRX dx

im pretty sure the pulley isnt sopose to spin so freely, and for the bolt you might be using the wrong tool just look at it and make sure....maybe a special tool would have to be used
