if the compressor is cycling there is possibly a problem. it could be a high or low pressure problem. I.E. if the pressure in the system is too low or too high the compressor will shut off to protect itself. there could also be a restriction near the orifice tube or thermostatic expansion valve(which ever one your vehicle has) look for frost near the dryer or near the inlet of the evaporator. it is also a good idea if you have a set of manifold gauges to see what your pressures are doing. as far as the blower motor it could be a bad fan speed switch, relay, or resistor block for your blower speed.
