95 civic won't start. Not the starter?

95 civic won't start. Not the starter?
I thought it was the starter. replaced on my own. Key turns igniton, no turn over. No clicking, lights saty lit on the dash. Is it the ignition, or electrical? Any ideas?

probably the ignition switch, if the car has an alarm system it may have a starter cutout that can be engaged when the battery is disconnected and reconeccted, if you didn't replace the starter solenoid when you replaced the starter then you may need a solenoid.
