Can i reprogram my honda civic 2001 computer to increase performance

whit one of these litlle obd-II computers I would like to know if i can increase the performance of my car whit one of these small computers that u plug under the dashboard?

Its a special chip called the ECU... it re-adjusts the cars CPU on fuel intake and invrease horepower by 10-20 hp.
