Can you identify the strange noise my 2003 Honda Civic makes?
 

I randomly hear a semi-high pitched noise, sounding similar to a siren (sometimes I've actually turned my radio down and looked in my rearview mirror to see if a cop was trying to pull me over). It's been happening for a little over a year now, but no clue why or where it's coming from. It's hard to explain to a mechanic or the dealership, so has anyone else had this problem with their car? Any advice you have would help. Thank you!

Possibly getting drags on belts, maybe power steering pump.
