03' TL One HID headlight out...how to test lamp vs. ballast ??

I know to swap the lamp with the good one, but another way..

The online parts list shows:
Inverter, Control Unit and Ignitor for each side. Looks like the
Inverter is made up of of the CU and the Ignitor ...is this true ?
