As an emergency measure, release the parking brake and spray penetrant oil
in the end of each cable housing. That is easier if you put the back on
jackstands as high as you can and spray the rear (high) ends of each cable.
Then use your fingers to try to flex every inch of the cables - it isn't
crucial you get every inch, but the more you flex the better your chances.
Spray again and operate the parking brake a few times. Repeat as necessary.

Replace all the parking brake cables at your next opportunity and avoid
setting the brake until then.

YEs, the car sat all winter with the parking brake on. It is the EX model,

in that case, take the wheel off, and whack the drum with a dead hammer,
NOT a steel one. [steel will shatter the drum.]

that'll break the "stiction" where the drum has rusted to the brake
shoes. then take the drum off & clean up in there. should be fine
after that.
