'95 Civic clutch

The clutch pedal on my '95 Honda Civic recently lost most of it's .
It now only disengages about two inches from the floor making it very
difficult to change gears. Brake fluid seems fine. The slave
cylinder was replaced about 18 months ago. Does this sound like an
adjustment or a clutch replacement? Thank you.

Can you make the pedal engage higher if you pump it a few times first?

sounds like air in the hydraulics. refill and bleed the system. also,
make sure the clutch master cylinder isn't leaking inside the car.
