Accord blinker turn signal relay clicking FAST when not actuated

Hi there. I have a 91 accord and about a month ago I started hearing
a rapid random clicking when I was driving that sounded like the
blinker relay clicking . It seemed to settle down when I put the turn
signal on, which is every time I make a turn or lane change :^)

Now it's clicking out fast all the time, except when I put my turn
signal or hazard lights on and then it clicks like normal blinker
speed. It seems like the relay maybe but I got a new relay (from
Advance, it fit anyway..) and put it in and it didn't help.

Does anyone know how this system works? I checked and all my blinker
lights are working.

Thanks in advance for any assistance!!

Many cars use flasherers that has an "outage" feature. This means that
when a bulb burns out and less current is flowing through the
flasher... it flashes real fast to alert the driver that he's got a
bulb out. Your situation sounds like you have a phantom small current
draw in the flasher circuit and the outage feature is engaged on a
constant basis.
