No Dash lights on a 1986 Honda Accord LX-i
 
I have replaced the dimmer switch and still I have no dash lights. Could it
be a ground? Or is it the actual lights? I have lights in the glove box
and I also have diagnostic lights when I start the car. I do not have
lights on the heater/ac instruments or the instrument panel.

Any ideas would surely be helpful.

I checked all the fuse and even replaced the necessary ones just for hope.
Still no luck. If it is the light cluster, do I need to remove the steering
wheel to replace all these lights?
