Oxygen sensor Accord 1996
 
Accord 96 4cyl , Cat. converter sensor is bad. The secondary sensor
preheater is is open. What is the best way to remove it? Should the
converter be cold or hot, and would it help to spray Liquid wrench on
the threads? Is there a chance or the threads breaking off ?

Appreciate any tips you folks may have!

The converter expands as it gets hotter,contracts as it cools.

There are special sockets for removing the O2 sensor,I've heard that
Autozone will loan one (with a security deposit)at no charge.

use hi-temp anti-seize compound when installing the new sensor.
(the same stuff you use on your spark plugs in aluminum heads)
