This had me curious, so I did my own noodling around to see if I could
find an answer.

I found this in my very first search.
http://www.dmv.ca.gov/pubs/vctop/d03/vc6160.htm
OK. So this means title has to reflect exportation BEFORE the car is
exported. Well, this car is already gone, but does FedEx still have the
pink slip?

My very next search revealed this:
http://www.dmv.ca.gov/vr/export.htm

It appears the buyer had a few things to do before the car could legally
leave the state, none of which appear to have actually been done in this
case.

Hey FedEx, not to put too fine a point on it, but you may be screwed here.

See previous message - the California DMV is essentially on strike
till the State gets a budget, and figure another month after that to
get it back to running (ab)normally as usual. Answering the phones is
pretty far down the list of priorities.

All CA DMV problems can be solved if you throw sufficient piles of
properly filled out paperwork at them, often accompanied by a modest
offering of money to the state treasury.

The trick is finding a registration clerk who knows all the twists
and turns to get it done right the first time. Which often includes
attaching multiple declaration forms clarifying all the little things
they could potentially kick it back for. Been There, multiple times.

As stated above, go join a AAA Auto Club (ACSC or CSAA) and let one
of their registration specialists help you fix this. It's well worth
the $45-ish a year.
