Hi,

You should be able to travel the speed limit safetly. If not your the load
is unsafe.

Why would RPM matter?

A car not towing a trailer can go 45mph at 5th gear. RPM are, I think
< 2000. I do not believe it would be good for the engine to do it with
loaded car + a trailer. You need higher RPM (speed at given gear) to
pull the load, right? So that is why RPM matter.
