So how do I get the rotor screw out?
 
95 Accord 4 cyl., replaced cap but can't get to screw outta the rotor
to replace it.

Any suggestions on how to do it safely?

How about getting an impact screw driver? One of those puppies that you hit
with a hammer. It's held in tightly and turns the screw when you hit it.

Wait a minute ... I guess my bad. I thought you were talking about the
small screws that hold the brake rotor on. Just reread your question and saw
"cap".
