John,

Before or after it blows, and compared to what, wiper blades or a clutch
disk?

It all depends on your level of experience. I was pleasantly surprised
by how easy it was to do my first Honda timing belt on a '97 CRV.

If you have access to the crankshaft pulley tool, and a full set of hand
tools, you can do it in four hours if you do some homework ahead of
time. You'll probably do some other stuff while you're in there, like
flush the power steering coolant, change the thermostat, and swap the
water pump, adjust the valves (you didn't mention your mileage or
whether it's a standard tranny)

With a hoist, air tools, heated shop, and some previous experience, you
could do it in under two hours.

It's difficult the first time but easy after that.

I advise you to shop around for a gas station mechanic that will allow you
to watch him change it. After that--you can do it on your civic and any
vehicle you own in the future.
