Elantra 1998 Wheel Bearings?

I have a 1998 Elantra that has started to make a droning noise from the
front end that increases in pitch with the RPM's. It gets loader when
turning right. The transmission fluid is fine, the brakes rotors and pads
were replaced 3 months ago, and the CV joints and boots are all in great
shape. Am I looking at a wheel bearing problem? The car has 160,000 KM on
it.

Does it vary with engine rpm or with vehicle speed?

Vehicle speed would suggest a likely hub bearing issue.

Engine rpm suggests a problem in the transmission.

It's likely they damaged the bearing hub seal while replacing the
rotor.

It's more likely that the bearing itself was damaged. The front hub
bearing frequently comes apart when replacing the front rotor on this car.
But it's also very difficult to try to pin blame after three months of
good service from the bearing.
