I wonder what the real story is about this car. For example, why is there a
car - the white one across the street in the third picture - up with it's
front wheels suspended in the air on what is supposed to be a city street?

The white car looks to be on a tow truck autoloader. The loader arm
seems to have blended into the background. The merest hint of the
back of the truck itself looks like it just visible on the edge of the
column.
