Definition as per MI:
Construction Zone - Stretch of road that's been torn up for months, if not a year or more, with no workers present at all on the sight. In rare instances, there's an actual reason for the cones or cement barriers. In most cases, the road is finished they just leave the cones up because they're retarded.
Good example, this intersection by my house has been finished for the past 2 months and I have never once seen a construction worker working or doing any "finishing touches" but yet there's cones blocking off two lanes. They've been "working" on it for a good year or 1.5 years now.
