The only person that can answer that question is you. Everyone is different. I would suggest going to a dealer and setting on the bikes to see what fits your height. If you have a license I would test drive them also.

You might also look into getting a used bike to start on

Do yourself a favor and buy a used bike that is small enough for you to put both feet down almost flat footed when you are sitting on it. Also, keep it to a 400 cc or smaller bike until you get some miles under your belt. The best thing to do is get a dirt bike, something like a 125 cc, and go out and figure out how to ride. Once you think you are ready for the street, take a National Safety Foundation (NSF) course to learn how to really ride.

I've been riding for years and trust me, a 16 year old on a 600 cc or larger bike doesn't have long to live.

It's hard to beat the Ninja 250 for a new rider and it fits your budget. Your best bet is to go to the dealer and sit on a Ninja and make sure you're comfortable and you can reach the ground with both feet simultaneously. Kawasaki lists the seat height on the Ninja at 30.7 inches. If the Ninja is not too tall you can check the specs on other bikes to find out their seat heights to determine if they'll fit as well. Another factor to consider is the bikes weight. If you're 110lbs you probably don't want a 500lb motorcycle. Too much motorcycle will spoil your riding fun and be potentially unsafe. Good luck.

Get yourself a real motorcycle - a Harley-Davidson Sportster 883 will fit you and your budget. A lot more girls will suddenly like you too.
