actually i beleive a p28 ecu is from a 92-95 obd1 SOHC vtec d16z6 not dohc. but that dosen`t matter

P28 stock - SOHC
P28 chipped could be anything from a sohc vtec program to dohc so be more specific

the p28 is the ecu for the d16z6. But it can be chipped to run any car/engine combo granted the car is converted to obd1.
