I have a new Honda civic( 07) and when driven on icy roads it preforms terribly !! someone told me that it is the car, and others say I need to get good snow tires, and that would make a night and day difference, who is right ? and what tires do you recommend me to get ?

They put cheap tires on them. Get some good all season tires on there and you'll be fine. Of course the driver has a lot to do with it as well. I've always driven in both Wisconsin and Minnesota winters with "summer" tires. (we had over 100 inches of snow here this past winter)
