What makes a car loud?

Hey, new to this - what makes the car loud? The exaust or the muffler?

Also are there any laws against this noise?

what car? why would you want it loud? and they both make it loud...
on a import depends what muffler finishes the air flow whitch makes it deep or a high pitch......... bigger exhaust better air flow going to the muffler whitch makes it louder....

mostly the muffler....and if its too loud yes you can get in
