Ok when ever the car has its lights on without the brights it looks ok you can see but lets say you might need that extra bightness when you hit the brights all id does is shine right in front like if its focusing on one thing. And looks worse with the brights on. i figure its because of the covers. If I go with a bright bulb will that problem be fixed?

The covers suck at night nothing you can really do besides take them off at night. Thats what I do mine just slide off and on so I take em off at night when driving.

Just leave them on and upgrade your fogs. The father uses his fogs on his truck to see at night, since he has headlight covers.
