The resistor pack on your camry is gone. it should be right under the dash on the passenger side kick panel. Now you can either get a new resistor pack or try fixing the old one, all you need to do is get a thermal fuse(s) from radio shack and solder it on the resistor pack, but you gotta make sure you get the one with the correct rating. I think its 0.4, 0.8 and 1.5 Ohms (you can double check that).
Hope that helps. BTW the way the resistor pack works is higher the resistance lower the fan speed and since the resistance is not there your fan is only running on full speed.

Its always good to share your knowledge.
Just a word of caution, if you decide to get a new resistor pack and install it yourself just make sure its installed in the housing first before you test it because the air flow keeps the THERMAL resistor cool, if you run it without putting it in the housing it might blow the resistor again.

Good luck.
