Depending on how many cars are in one house hold he can't get it under mom and dad which is a bad thing to do anyway. If both mom and dad have a car and you the 3rd driver of the house just got a car you will be assumed primary driver of one of the cars.

You might want to try InsuranceHotline.com.
This site checks the rates of other insurance companies.
I gave it a try and it found that RBC insurance could save me 20% over my current policy
with Pilot Insurance.
It's well worth taking the time to get the quotes. There is a wide range of prices out there.
In my case the lowest was RBC insurance at $97/month and the highest was TD insurance at $146/month
Good luck.
