red license plates?

red is diplomatic plate in 100 percent sure of it, and basically they never get pulled over, i was working at the airport for a ground handling company handlex and aerofolt (russian airline) was parkd at a gate offloading passengers and out of nowhere this dodge caravan with red plates dressed in civilian clothes pulled up right next to the plane and parked hortly after and man come off th gate ( irside) and sat into the van from the plan with him was a bag that said classified on it. i asked my manager what the hel was happening and he informed me that it was a russian diplomat from the canadian russian embassy comming from russia. i guess if they are allowed to to drive airside with o questions asked they are basically allowed to do w.e they want. ohh and they had mad security standing around the plane.
