90 jetta starter problems... help please

Not a thing 
By passed the ignition switch... didn't work.
Turned thje key to the on position and got a weak voltage at the solenoid with a voltmeter.
I figure it's something else entirely... I tried to bump start and that wouldn't even work... so??? Think I might actually pay my mechanic for a change.
