from the looks of it, the cars infront of the civic were slowing down and he didn't see them in time and swerved slightly while pulling his ebrake (locking his rear brakes) then locked his front brakes by slamming on the brakes.

yes, nothing about it makes sense ... just another incompetent moron if you ask me
