It's called a crank brace I belive, and it reduces vibrations at the crank, and this added stability supposedly allows for reliable revs as high as 12 000 RPM (according to spoon).
I don't even think it's available to the general public, but even if it is, I'm sure it'll cost you an arm, a leg and a nut.

Even then, I'm sure you will make a lot more power if you just boost your powerplant with a turbocharger, and it will also probably cost a lot less. Then againd, you won't be able to hit 12 000 RPM

Too bad the engine doesn't rev above 10k in the video, I think the highest it goes is ~9700, which is still impressive.
It also looks like it starts to run out of steam around 92-9300

here's a 10,000rpm+ new civic video......the b16 from spoon back then runs out of power after 9000rpm although it can reach as high as 12,000rpm. The new civic on the other hand actually has the power to go up to 10,000rpm. It's said to be a K20A+F20C hybrid. Check it out
