dash lights wont turn on!

dash lights wont turn on!
i have a 95 200sx 1.6L. the backlights for the instrumen panel, the climate controls, the rear efroster, window switches, etc. will not turn on. the 10A fuse keeps blowing, and with the dimmer switch disconnected and its wires splices together, the 10A will not blow. there is 12V at the wires at every connector (bulbs for instrument panel, climate control, dimmer switch, etc) but still the bulbs will not light up. the bulbs are new bulbs. any suggestions??
