On the top of the wheel well I got most all that off, but that where you can see is hard to reach and alot of work to do..Im sure I can get it off but its going to take alot of work to do so..
Also... Would it look dumb if I did red accents under the hood? Like wire loomz and paint..

Yeah, at first that's what I thought it was too... like someone opened the radiator coolant cap without letting the pressure out first (I did it once, got hot coolant all over the engine, but i had closed it up real quick so didnt do that bad). All I can say is good luck, it'll take a lot of elbow grease. Anything that would help remove the undercoat would likely eat at the paint and/or plastic and rubber.

it is the gm undercoating does not like to come off and even when it does leaves a sticky residue, steam cleaning helps, but try some easy off oven cleaner and let it sit for a while but not dry then high pressure hose (got a good gas pressure washer?)

Are you kidding me? No way is that all overspray from the undercarriage coating. Who would buy a car with that much gunk on the paint under the hood? New I mean... I bet thats just some sticky gel like substance. If that IS overspray....holy **** man. They must have been smokin' some baaad weed.
