16" Tires on Bigger Tires

Can I put 17" tires on 16" rims? Or do the tire size and rim size have to match exactly?

yes they have to match. a 16" tire needs to go on a 16" wheel.

They MUST be the same. I mean... if the wheel is 16" around, and you get a 17" tire where the hole is 17"... you've got an inch there with nothing in it.
