65 impala SS w/402.

Hi there how all of you doing?
My dad and I are trying to figure out this darn dilly of a pickle with his engine.

Ok heres the problem.
When we are sitting there and just at a red light or something and no ones around ( no cops atleast ) he holds the brakes and spins the tires. What ever its all fun and games. Then the throttle gets stuck on! Scares the poop out of me while my dad is laughing. This car is also carburated.

The carburator is a Holley street avenger system, 720CFM if i remember correctly. It has an electric choke and is a 4 barrel.

If you know how to fix/solve the problem please post the anwer please and thank you.

binding throole cable , check out everything from gas pedal 2 carb. good luck later bake
