JET SCU 2000

I was just looking on FTPP.net, and I came across this. So it claims this:

It allows transmission shift points and speedometer calibration for vehicles where tire size or gear changes are required. It also eliminates the top speed limiter in these applications. It simply plugs in to the transmission and is adjusted with the turn of a switch.

Has anyone ever used one of these? Would this be cheaper than me getting a tune?
